With a view to strengthening the infrastructure in the Government securities market
in order to make it vibrant, liquid and broad-based, the system of Primary Dealers
was instituted by RBI. The role envisaged for the Primary Dealer system included
development of underwriting and market making capabilities outside the RBI so that RBI
